Hot, dry winds rush through mountain slopes, fan flames over the parched land, and <a href=\"https:\/\/www.nytimes.com\/interactive\/2019\/03\/18\/business\/pge-california-wildfires.html\" target=\"_blank\" rel=\"noopener noreferrer\">break old, corroded electrical lines<\/a>, which can light fires. Unless PG&amp;E cuts the power first.\u00a0<\/p>\n<p>&#8220;If the winds pick up, watch out, out go the lights,&#8221; Jeff Juliano, a disc jockey on California&#8217;s KPIG radio station, mused on-air Wednesday morning.\u00a0<\/p>\n<p>This precautionary wildfire measure means that many Californians must brace for life without TV, refrigeration, internet, and modern life as we&#8217;ve come to know it \u2014 until the winds die down and the power is turned on again. The National Weather Service <a href=\"https:\/\/twitter.com\/NWSBayArea\/status\/1181909250156593154\" target=\"_blank\" rel=\"noopener noreferrer\">suggests<\/a> preparing for the blackouts like one would prep for a major quake or disaster: freeze water bottles, make a list of emergency numbers, charge your phone, check on the elderly, and &#8220;know how to manually open your garage door.&#8221;<\/p>\n<p>People are <a href=\"https:\/\/twitter.com\/sfpelosi\/status\/1181928926202888192\" target=\"_blank\" rel=\"noopener noreferrer\">steamed<\/a>. People are <a href=\"https:\/\/twitter.com\/reggieaqui\/status\/1181632337437544448\" target=\"_blank\" rel=\"noopener noreferrer\">inconvenienced<\/a>. People are <a href=\"https:\/\/twitter.com\/SFdirewolf\/status\/1181780710551674881\" target=\"_blank\" rel=\"noopener noreferrer\">worried<\/a>. But last year&#8217;s Camp Fire killed 86 people. Major trains, dependent on electricity, were <a href=\"https:\/\/www.sfgate.com\/local\/article\/BART-reports-delays-due-to-power-problems-14503679.php\" target=\"_blank\" rel=\"noopener noreferrer\">delayed<\/a>. Wine country residents are <a href=\"https:\/\/napavalleyregister.com\/news\/amid-uncertainty-napa-residents-and-wineries-prepare-for-unprecedented-power\/article_dda24b53-57e8-5541-ac4f-73b06e9f2f76.html\" target=\"_blank\" rel=\"noopener noreferrer\">shopping<\/a> for flashlights, generators, and gas. But in PG&amp;E&#8217;s initial large-scale shutdown effort, it has failed to get the message across of where the power will go out, and for how long (Though the utility has sent out press releases, text messages, and e-mails about the shutoffs).<\/p>\n<blockquote class=\"pull-quotes\">\n<p>&#8220;A lot of people don&#8217;t know what&#8217;s going on&#8221;<\/p>\n<\/blockquote>\n<p>&#8220;For me, it feels like it&#8217;s coming out of the blue,&#8221; said Gabrielle Wong-Parodi, an assistant professor in the Department of Earth System Science at Stanford University.\u00a0<\/p>\n<p>&#8220;It speaks to the fact that a lot of people don&#8217;t know what&#8217;s going on,&#8221; said Leah Stokes, who researches public policy and climate change at the University of California, Santa Barbara. Speaking with a headset while traveling in a car, Stokes noted that she was &#8220;about to drive into the power cutoff area.&#8221;\u00a0<\/p>\n<p>These blackouts may indeed avoid sparking fires. We&#8217;ll never know. But PG&amp;E&#8217;s blackouts aren&#8217;t a panacea. They can&#8217;t be. Power lines can <a href=\"https:\/\/mashable.com\/article\/camp-fire-deadliest-california-history\/\" target=\"_blank\" rel=\"noopener\">instigate horrific blazes<\/a>, but wind-whipped power lines have conclusively lit only <a href=\"https:\/\/www.fire.ca.gov\/media\/5510\/top20_acres.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">four out of the 20<\/a> largest wildfires in state history. Other human causes (<a href=\"https:\/\/me.mashable.com\/science\/5427\/a-hammer-started-the-largest-wildfire-in-california-history\" target=\"_blank\" rel=\"noopener\">like the use of a hammer<\/a> or car fires) and lightning strikes stoked 14 of the Golden State&#8217;s worst infernos.\u00a0<\/p>\n<div class=\"twitter-wrapper sort-rerender\">\n<div>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">1. Since 1972, the amount of land burned in California has <a href=\"https:\/\/blogs.ei.columbia.edu\/2019\/07\/15\/study-bolsters-case-that-warming-climate-is-driving-many-california-wildfires\/\" target=\"_blank\" rel=\"noopener noreferrer\">increased <em>fivefold<\/em><\/a>.\u00a0<\/p>\n<p>&#8220;We&#8217;re seeing more fire conditions. We&#8217;re seeing more warming,&#8221; said Stanford&#8217;s Wong-Parodi. &#8220;We&#8217;re likely going to see these types of fire events increasing in the future.&#8221;<\/p>\n<p>&#8220;Power shutoffs are just part of the way to mitigate this larger problem,&#8221; she added.<\/p>\n<p>If large-scale power shutoffs are now California&#8217;s reality, then PG&amp;E will almost certainly learn a ton from this shaky rollout.\u00a0<\/p>\n<div class=\"see-also\">\n<p class=\"see-also-link\">SEE ALSO: <a href=\"https:\/\/mashable.com\/article\/fat-bear-pebble-mine\/?utm_cid=a-seealso\" target=\"_blank\" rel=\"noopener\">The fat bears have a serious threat, literally on their doorstep<\/a><\/p>\n<\/div>\n<p>&#8220;I think this public policy is going to need a lot more tweaking,&#8221; said Stokes. &#8220;This is not a viable strategy.&#8221;<\/p>\n<p>&#8220;I would hope there would be lots of learning from this event,&#8221; added Grubert.<\/p>\n<blockquote class=\"pull-quotes\">\n<p>&#8220;This is not a viable strategy.&#8221;<\/p>\n<\/blockquote>\n<p>It&#8217;s still unknown how long these outages might last. San Jose&#8217;s mayor <a href=\"https:\/\/www.mercurynews.com\/2019\/10\/08\/san-jose-south-bay-prepares-for-possible-power-shutoff\/\" target=\"_blank\" rel=\"noopener noreferrer\">doesn&#8217;t even know<\/a>. A day? Several days? Oakland&#8217;s mayor said the worst-case scenario is currently five days, <a href=\"https:\/\/www.mercurynews.com\/2019\/10\/08\/san-jose-south-bay-prepares-for-possible-power-shutoff\/\" target=\"_blank\" rel=\"noopener noreferrer\">reports the <em>San Jose Mercury News<\/em><\/a>.<\/p>\n<p>Welcome to California&#8217;s new fire regime. This is, of course, an expected consequence of a <a href=\"https:\/\/me.mashable.com\/science\/6115\/june-was-the-warmest-june-ever-recorded-but-theres-a-bigger-problem\" target=\"_blank\" rel=\"noopener\">relentlessly warming climate<\/a>.\u00a0<\/p>\n<p>PG&amp;E, who <a href=\"https:\/\/www.kqed.org\/news\/11737336\/judge-pge-paid-out-stock-dividends-instead-of-trimming-trees\" target=\"_blank\" rel=\"noopener noreferrer\">according to KQED News<\/a> was responsible for 18 wildfires in 2017 and rewarded its investors with $4.5 billion while simultaneously underfunding wildfire mitigation, may have its hands full for decades ahead, at least.
